The city is suing two former Garland Fire Department administrators for cheating on promotional exams. Former Captain Michael Cates and former Assistant Todd Peele have been accused of using smartphones and Blutetooth equipment during testing for departmental promotions.

The law suit, filed last week, read: “By defrauding the city and cheating on their promotional examinations, Peele and Cates were paid tens of thousands of dollars in money they did not deserve." 

Both administrators served the city for more than 20 years. They have been accused of cheating on exams from 2009 to 2013. Another former fire department employee is believed to have conspired with Cates and Peele, but was not named or included in the suit.
